Members change over time and have different circumstances, and the record has to survive that. Rental assistance

When required by the property or applicable jurisdiction, ISS can configure a separate application and screening workflow for applicants using a government rental subsidy. The housing provider determines the applicable requirements, program eligibility, and the final decision.

Recertification
Annual recertifications without the annual scramble.
Recertification runs on the same workflow as a new application: submit the household, the verification requests go out, and the responses populate the record as they come back.
